What is a Traffic Management Plan (TMP)?

Traffic Management Plan (TMP) is the generic term for a document that has been produced to demonstrate how the construction of a development and its effects on the local community, the local road network, and the environment has been adequately assessed and mitigated.

Dependant on the scope and scale of the proposed development local authorities may include a pre-commencement planning condition within the conditional planning consent that requires the production of a Traffic Management Plan (TMP) in order to discharge the relevant planning condition and enable works to commence on site.

Traffic Management Plans are enforceable documents and all demolition and construction works are required to be undertaken in accordance with the site logistics and methodologies detailed within the approved Traffic Management Plan. To ensure that the Traffic Management Plan accurately reflects how the works on-site will be undertaken we work closely with the development team throughout the production of the Traffic Management Plan.

Local authorities use varying terminology and a Traffic Management Plan may be referred to as a, Construction Traffic Management Plan (CTMP) within the Royal Borough of Kensington and Chelsea, a Construction Management Plan (CMP) within the London Borough of Camden, or a Site Environmental Management Plan (SEMP) within the City of Westminster.
