Site Environmental Management Plan (SEMP) Guide

A Site Environmental Management Plan (SEMP) sets out how construction works will be managed to control environmental impacts, protect neighbouring amenity and comply with planning and borough requirements.

We prepare SEMPs for architects, planning consultants, developers and contractors, including where a Principal Contractor has not yet been appointed and project-specific construction information is still being developed.

Site Environmental Management Plans at Every Stage

A SEMP may be required at planning application stage, to discharge a planning condition or to support construction-phase compliance. The level of detail should reflect the stage of the project and the information available at the time of preparation.

Planning Application & Early Design

At planning application or early design stage, a SEMP can establish the proposed environmental management approach using the available design, programme and construction information. Where details are not yet confirmed, assumptions and matters requiring later contractor confirmation should be identified clearly.

Pre-Appointment & Condition Discharge

Assumption-led documents prepared before a Principal Contractor is appointed, supporting neighbourhood consultation and the discharge of planning conditions as project details are developed.

Contractor Coordination & Finalisation

Once a Principal Contractor is appointed, we gather project-specific information and update access routes, logistics, programmes and control measures for final submission.

Construction-Phase Compliance

Construction traffic, logistics, environmental, noise, dust and Section 61 documentation prepared to support compliant construction and ongoing liaison with local authorities.
