Construction Management Plan (CMP)

What is a Construction Management Plan?

Certain local authorities including the London Borough of Camden will request the submission of a Construction Management Plan (CMP) prior to any works commencing on site. A CMP will often be required to discharge a planning condition which has been attached to a developments conditional planning consent.

As an example of the typical requirements of a CMP, the London Borough of Camden have a pro-forma CMP which should be used as a template to provide all required information relating to following aspects of a proposed development:

  • The development site

  • The local community liaison that has been undertaken in relation to the proposed works

  • The transport of plant and materials required to facilitate the development

  • The environmental aspects of the proposed development, specifically the assessment and mitigation of noise, vibration and dust resulting from the proposed development

Although this guidance is specific to the London Borough of Camden it can be broadly applied to all Construction Management Plans as compliance demonstrates that the construction of the development and its effects on the local community, the local road network, and the environment have been adequately assessed and mitigated.

  • Prepare swept path analysis drawings to demonstrate the viability of the proposed construction vehicle routes, manoeuvres, and to show the external site layout. 

  • Prepare site specific environmental reports including Construction Noise Assessments and Air Quality Dust Management Plans required to support the Final Construction Management Plan

  • Prepare project specific Section 61 Prior Consent Applications
